Indian Overseas Citizens Make a Plea to the Government on the 17th Pravasi Bhartiya Divas

As India celebrates its diaspora, OCIs call for a re-evaluation of their legal status

The 17th Pravasi Bhartiya Divas, celebrated in India on 9th January, is a day dedicated to honoring the contributions of India’s diaspora. The theme for this year’s event, “Diaspora: Reliable Partners for India’s Progress in Amrit Kaal,” highlights the critical role that Indian overseas citizens play in India’s development. However, amidst the glitz and glamour of the event, the legal status of Overseas Citizens of India (OCIs) cannot be ignored.

Background on the OCI Scheme

The OCI scheme was introduced in 2003 by the NDA government, led by Prime Minister Atal Bihari Vajpayee, as a dual-citizenship project. The scheme allowed OCIs to enjoy all rights as normal citizens, except for the right to hold public office and cast their vote.

Current Issues with the OCI Scheme

Despite the scheme’s introduction, there have been persistent issues with the implementation of the OCI program. OCIs have reported difficulties in obtaining basic documents, such as Aadhaar and PAN cards, which are essential for accessing essential services like banking and healthcare. Additionally, they have faced challenges in securing visas for extended stays in India and have been excluded from participating in government-run programs like the Skill India initiative.

OCIs’ Plea to the Government

On the 17th Pravasi Bhartiya Divas, OCIs are making a plea to the government of India to re-evaluate their legal status. They are calling for the removal of the limitations on their participation in the political process, as well as equal treatment with Indian citizens in accessing basic services and participating in government initiatives.

OCIs are also urging the government to create a separate ministry for the diaspora that would address the unique challenges faced by overseas Indians. Such a ministry could help streamline the OCI application process, provide assistance to OCIs when facing challenges in India, and facilitate greater participation by overseas Indians in India’s development.

As India celebrates its diaspora, the plea by OCIs for the government to re-evaluate their legal status cannot be ignored. With the diaspora playing an increasingly critical role in India’s development, it is time for the government to address the challenges faced by OCIs and create a more welcoming environment for overseas Indians. On the 17th Pravasi Bhartiya Divas, the government has the opportunity to take a step towards making this a reality.
